For licensed work — yes, illegal under CAR 2012. For non-licensed work — legal but you must have current asbestos awareness training, the correct RPE (P3 mask minimum), follow the 0.1 fibre/cm³ control limit, and dispose at a licensed waste facility with consignment note. Most homeowners commission a contractor regardless because of disposal, RPE, and liability.

Asbestos is hazardous waste under the Hazardous Waste Regulations 2005. Disposal is at HSE-licensed hazardous waste facilities only — typically £80–£200 per tonne plus haulage. Keep the consignment note for 3 years.
