Building Regulations are different from planning permission — planning is about whether you can build, building regs is about how it must be built. The Building Regulations 2010 (with substantial 2022 amendments on energy efficiency and ventilation) are enforced by Local Authority Building Control (LABC) or by an Approved Inspector.



You need Building Regulations approval for any structural alteration, new circuit, new heating, drainage, replacement window or door, replacement boiler, loft conversion, extension, change of use, or new bathroom in the UK. Repairs and decoration are exempt; replacing a like-for-like fitting on existing services is exempt. Building regs is separate from planning permission — most projects need both.

Planning is about whether you're allowed to build something at all (siting, scale, neighbourly impact, conservation). Building regs is about how it must be built to be safe, energy-efficient, and accessible (structure, fire, thermal, drainage). Most projects need both — they run on parallel tracks but are decided by different bodies.
A conservatory is exempt from building regulations if it's under 30 m², built mostly at ground level, separated from the main house by external-quality doors, and the heating system is independent. If it's above 30 m², joins the main heating, or removes external walls, it needs Full Plans approval.
