The Oil Firing Technical Association is the government-authorised competent-person scheme for oil-fired boilers, range cookers and tanks. Mandatory for the building-control side of every oil boiler install. With the planned 2035 phase-out of new oil boilers, OFTEC installers are also the route to MCS-certified heat-pump replacements.


For any new install, replacement, or major service of an oil boiler in the UK, you should use an OFTEC-registered installer. OFTEC is the government-approved competent-person scheme for oil — the equivalent of Gas Safe for gas. Self-certification means no LABC notification fee. The 2035 fossil-fuel boiler phase-out (announced 2023) will increasingly steer off-grid homes toward MCS-installed heat pumps; OFTEC + MCS dual-registered installers handle both routes.

Day 0
Verify on OFTEC.org. The installer's registration number, scope of registration, and individual technicians must all check out before booking.

Day 1–7
Survey covers boiler size (kW), tank size + siting, flue route, controls, oil fuel-line route. OFTEC also runs a heat-loss calc to right-size the boiler under AD L.

Tank fitted to AD J + Pollution Prevention Guidance — bunded if required, fire-stopped, vented, vented filling point. Boiler fitted to OFTEC TI/133.

Day of install
Combustion test, efficiency calc, controls check. Installer self-certifies to LABC + posts BR Compliance Cert to homeowner within 30 days.

Annually, by an OFTEC-registered installer. Unlike gas (where a poorly-running boiler will often produce CO), oil tends to fail through nozzle clog, photocell failure or filter blockage — all easily caught at service. Skipped service is the most common cause of mid-winter callout, doubling repair cost.
The 2023 announcement set 2035 as the cut-off for new fossil-fuel (oil + LPG) boilers in homes off the gas grid. Existing boilers can continue to be serviced and replaced beyond 2035 (no ban on use). The £7,500 Boiler Upgrade Scheme grant currently runs to March 2028 to incentivise heat-pump replacement.
A bunded tank has a secondary containment shell holding ≥ 110% of primary capacity. Required where the tank is: within 10 m of inland water, within 50 m of a borehole / spring / well, on hard ground that drains into water, supplying premises other than a single-family home. Oil tanks fitted before 2002 may be single-skin; replacement tanks after 2002 in those siting situations must be bunded.
Yes — air-source heat pumps are the most common off-grid replacement, with £7,500 Boiler Upgrade Scheme grant where the work is done by an MCS-registered installer. Some OFTEC installers are also MCS-registered for the direct switch. The home typically needs additional insulation work to make the heat pump efficient at lower flow temperatures.
Hydrotreated Vegetable Oil — a near-drop-in renewable replacement for kerosene, made from vegetable oils. OFTEC supports HVO as a transitional fuel; some boiler models (Worcester Greenstar Heatslave II, Grant Vortex) are HVO-compatible from the factory. UK distribution is patchy as of 2026; price typically 15–25% above kerosene.
